It occurs when resource demand exceeds the number of available resources.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the main reasons behind <\/span><b>resource scarcity<\/b><span style=\"font-weight: 400;\"> is the lack of visibility into future resource capacity.
